It's about to be rebuilt with Campy Athena 11-speed. Currently, it looks like this...

I had an Ultegra group on it, but it just didn't feel right. It needs an all-silver build.

I talked to one of the two guys at the booth, could have used a translator but I did find out that he himself had painted the steel bike.

The gusset plate is appropriate to any metal tubing, but would be confined to the butt of a butted downtube.

As used here on this cheap production frame with straight-gage aluminum, it's considered valuable reinforcement normally for bikes used off road (where overloading scenarios are more common):
