Lb WR38

The WR38 rim mated to a DT350 hub with Pillar spokes makes a solid gravel wheel. 25mm inner width, hooked rim with closed rim bed. Priced a bit below your range.

If you're going to go 'deep' I'd go 303s. Sidewalls on the rim are designed to flex for Paris Roubaix

I've got 411s on my gravel wheels
I've got R470s on my gravel wheels
I've got Belgium Blacks on my gravel wheels

They all go round and round

Riding, driving, or anything else off-road, ya gotta pay to play so only run what you can afford to replace

Plus one on the HED emporia GA wheelset. Paired with gravel king sk 35mm tires gives a nice wide profile and weighs in fairly light for the price!!

21mm inner width is fine with any gravel tire:
