28mm Rims - can a 25/27 tire be run?

Buddy has a low-end cross bike with 28 width rims o2o, probably 21 or 22inside the rim. Disc brakes. He wants to commute with it, ride in the rain, etc. Can he run 25w tires? 27? Or only 28+?

Need a little more info like rim, tire, mounting type etc, but conventional wisdom says yes. I know plenty of people mount GP4000s on 21 internal rims no problem, and Enve even suggested the same for their non-tubeless carbon rims.

Sorry. It's just a cheap-ish clincher wheel with inner tubes. It's a Norco brand rim, I believe.

I’ve run 25mm conti 4000s on hed plus rims and they worked perfectly fine. If the rim is 21-22 inner I see no problem with 25s.

An aluminum rim that's 28mm wide O-O is more likely to have an inside width of 24 - 25mm. Which should still be okay with a 25 - 27 mm (ERTRO width) tire.
