That looks like a one-piece bar-stem, although I can't make out the branding. That may have been selected to hide the brake hoses.

One-piece bar-stems are fine in principle, and can potentially reduce weight & drag (and possibly improve routing for completely internal cables). But in practice then can be problematic if you're like me, and favor narrow handlebars and long stems. These aren't often made in the width/length combinations I'd prefer.
