There's a small step just above the rear wheel - you put your left foot on it and push off with your right, then raise yourself over, then on to the seat, using your left leg. Then get your feet on the pedals before you lose your momentum, since with loss of momentum comes loss of balance - you need your balance since your head is close to 7 feet off the ground.

That depends on what part of riding a bicycle (any type) that you consider dangerous. Getting on, you are going slower than when you start off on most bikes. It's a slightly different set of skills to mount or dismount. The hazard comes in the involuntary dismount, as you have much farther to fall.
