Depends on what exactly you’re going for. Lots of options to clear about a 30mm with short reach (49mm drop) caliper brakes. A select few can clear a 32mm tire with short reach brakes.

However basically any bike designed around mid reach (57mm drop) brakes should clear 32s no problem and maybe 35s or in some cases 38s. Same goes for bikes with cantilever and v brakes too obviously.

32mm tires can fit under short-reach brakes if the builder is careful and puts the seatstay bridge at just the right spot, such that the pads are at the bottom of their slots.

It's easier under "standard reach" brakes, though. Now sometimes called "medium-reach", or sometimes incorrectly referred to as "long reach" brakes. True long reach brakes are >57mm between the mounting bolt and the bolt for the brake pads, and that's probably not what you're looking for.

For carbon, there is the mythical Cervelo R3 Mud and the Felt F1PR.

If you want to go back all the way to vintage models, many bikes that were designed for 27" wheels do great with 700c wheels and larger tires.

Just read an article that Cinelli are making the 2025 Nemo Tig steel frame for rim-brake with clearance for 32mm. Take note that the bottom bracket standard also changes to T47 for that clearance

A Chapter2 Rere fits a Vittoria Corsa 32c front and rear nicely (31.5mm measured as shown). Other direct mount rim brake bikes have a similar amount of tire clearance.

Just checked and my Serk A10 fits the same Corsa 32c tires when using eeBrakes (but it's too tight with Ultegra brakes).

I'm willing to look at any material but my first pick would be steel or titanium. I actualy ride a titanium with carbon stays Marinoni Piuma XTI from a local frame builder in Montréal, Québec, Canada. It has Campy Chorus 11 speed.

If you're focused on metal, you'd be remiss not to call Steve Hampsten (he could likely do one in carbon too), as the big tire road bike has been his bread and butter for a long time. I have two from him, a carbon disc road that runs 32s (request was for "a bike to race Paris-Roubaix") and a (request "stage racer with a stiffer BB feel") that definitely will take a 30 maybe a 32 but lives on 28s. Both are fantastic riding bikes and I roll around with a huge grin at all times.
