Looking at the pics of how the barriers were set up seems like incompetence at best and at worst gross negligence. Having barriers at a corner with the "U-shaped" connectors poking out, towards the riders when that's the exact point where their vision and bike handling are most compromised?

This looks to be in the same vein (though not nearly as tragic) as the totally inept design at the finish of the Vancouver Olympic Luge track.

After she saw Alaphilippe skid across the finish line and jump off his bike like like that, my mother said in a whatapp: "somebody tell him not to snort that new powder" (she read about powdered aicar in the media).
