Specialized is mailing me a new headset cover. The representative said the material under the seal was made a tiny bit thicker/ more robust.

Hopefully this fixes the problem. My headset has been solid since adding 0.5mm of headset shims, but the shims create a tiny gap between the frame and headset cover.

Lots of different terms for these parts! To be clear, the problem isn’t the Top Cap. The representative I texted with called the part “cone top cover “ and suggested part number S242500005 from a dealer. This is supposed to be similar to the Tarmac SL6 part but with tighter tolerances. The manual calls it a compression ring.
