Second place begs to differ.

I think it's unlikely he would have won, but he almost certainly would have been in the van der Poel group. That group without Wout got the gap to Pogacar down to about 40 seconds. Wout is a big engine, and adding him to the group might brought that gap down to 20 seconds or so, then maybe that's close enough for one or two guys to jump across.

Or maybe with Wout in the race, the group dynamics are different and Pogacar attacks with 50k to go instead of 100k to go and wins by 3 minutes.

They weren't ready, and they weren't organized after, but that's part of the genius of Pogis attack.
