what is the issue with the wheel?

cassette is properly torqued to 40nm the thru axle is tight. my other wheel does not do this. fulcrum racing 5 DB wheel. around 3000 miles on it. I never noticed until after I changed a flat yesterday.

It looks like the bearings are loose and their pre-load needs adjusting. Most Campagnolo/Fulcrum wheels use cup-and-cone bearings, which need a pre-load adjustment.

All wheels do that to some degree. If you were to totally eliminate that the wheel wouldn't spin. That looks like a bit more than ideal.

If it's excessive (compared to a sampling of other wheels), it could be:
Worn out bearings
Inner bearing races poor fit on axle
Outer bearing races slightly undersized giving room to move in hub shell bore
Hub shell bearing bores larger than ideal
Bearings not properly seated in hub shell
Loose axle (you say it's tight so you can cross that out)
Porn end cap fit in dropouts
Loose preload adjustment (probably not relevant here but hubs that have preload adjustment do this when that's too loose, or maybe relevant based on Mark's info - I'm not directly familiar with these wheels)

I am permanently scarred from a customer who could not be made to properly adjust the preload on his Chris King hubs and sent me video after video of him doing what you're doing with progressively more force and anger, to the point where I'm sure he damaged the hubs. Some people can't be reached.

My wheels with White Industries T11 hubs do this regardless of preload. I’m told this is normal and I only notice it when off the bike but it still bugs me. I’ve had several wheels with DT Swiss hubs and they have no play whatsoever.
