I was able to source the lock ring for Campagnolo 9 speed, 26 mm, 12/13 from Jim at Vecchios. Thanks to all for all the advice and details. Thanks cetke for the photos with the calipers.
Much appreciated and I am really impressed by the amount of advice and feedback. One other quick question, if you all will indulge me, on a a Campy 10-Speed Record crank, the chain ring bolts are all on the outside except for the one on the crank arm which is on the inside. All of the bolts have standard threading.

Must be an older crankset... was 5 mm hex head. Overnight soak just gave a reassuring crack of coming free. Maybe I'm just getting old, but Torx? Granted there is probably a more positive lock with torx, but hex is far more sexy IMHO

Some of those Record cranks have a very thin shim between the ring and the arm. Watch for it when you take the ring off as it's easy to lose.

thanks for the pics of the 9 speed lock rings.
