You know, I this won't be formally optimized for 28-30mm tires, but Light Bicycles do have one rim brake rim that's 56mm deep, 23mm internal width, and - get this - 30mm wide at the brake track. 28mm tires should be only a bit wider than the brake track.

The question is how well your brakes will work with a rim that's 30mm wide. I think the current generation of Shimano calipers should be able to handle that, but I'm not positive. It's definitely a lot wider than any other rim that I'm aware of.
