But what if the legal system is antiquated or overrun with other issues and can't address the needs of the society? Package theft is only something that's more common now because more people are buying items online in the past decade.

And beyond a simple "it's barbaric", what's wrong with a sliver of a finger? It will cost taxpayers less money, don't need to put criminals in jail, and they'll heal up. Sure there's a scar, but kind of need that reminder, right?
