I have never noticed this to be problem with rim brakes. Do people really have brake modulation problems like this?
Of course, experienced cyclists know that if you
really want to "lightly scrub a miniscule tiny bit of speed" in a paceline, then you sit up slightly more, or move slightly away from the center of the rider you're following, to pick up slightly more air resistance.
