There's a genuine concern over legal liability if you show up helmetless to an organized group ride, even a loosely organized one. You might be a staunch libertarian and decline to sue the group, but not everyone is quite that staunch.
In his
original formulation on his website, Phil was a bit more nuanced about this:

In this version, if you're in a group ride where helmets are optional, that's fine. I don't know how many groups there are that do this. Probably no or very few teams. I suspect people riding with friends.
