I've gotten to the point where I need to say to people buying a frameset that it will fit a tire that "measures an actual XX mm" and not that it will fit a tire "marked XX mm."
Tire sizing is all over the place and rarely do tires measure to the same width as marked on the sidewall.
And of course none of this talks about how tall the tire is and in many cases that is the actual limiting factor.....one might have room for a actual 38 mm wide tire between the stays but will the height cause you trouble? Who knows?
