I've ordered Shimano/Giant parts from Taiwan when unavailable in the U.S. They normally turn up in a matter of days.
I am a 40cm Service Course 70 Ergo user and they're my favorite bars of all time. Cheap, widely available, and don't have the ugly logo of the SL-70. And retail at $59, not $119... 35 grams heavier.
