I'm actually seeing a compatibility issue with the design. The Surly rack is 1 piece. There's no way to slide the lamp holder over the strut. You still might be able to fashion something out of the bracket though and ditch the hardware that fastens it to a strut.
Something like this might still be your best bet until you find something cleaner.
