Yes, that black plastic piece is there on all Shimano mid-reach breaks AFAIK — it’s an odd design choice. In looking at it, I believe the protruding corner could be filed down such that it doesn’t limit tire clearance without affecting its retention of the spring leg.

BR650s were awesome with my Challenge Grifos on Major Toms in SoCal CX Races. And acceptable with fenders and 28mm Ruffy Tuffys for commuting and some Brevets. If you are going fatter ... ?
