Does such a thing exist? A bike I am currently working on has a 28.0 seattube. I plan to build it with campy record and will be using a braze on derailleur - has anyone heard of a 28.0 fd adapter, or am I better off making a very elegant shim?

you are thinking of seatposts. I am saying that the tube itself is 28.0 as opposed to standard 28.6.
anyway i just reread my own post and realized i'm looking for a unicorn.
coke can it is.
There are lots of thicknesses of seatpost shims available. You might have more luck cutting one down to fit the FD than trying to make a coke can shim.
Good luck.

this is a great idea, but how would i get it around the tube without deforming the shim or scratching the hell out of the frame? I suppose I would have to cut it in half.
It's a Gitane Professional.

I hadn't thought about that, but I think you are right, you'd have to make a cut in the shim. The shims that you get with a MTB FD are all in two pieces, probably for exactly this reason.
