Quill stem with short insertion tube

I have a couple of retro steel builds in the works with threaded forks. The bikes are small with small head tubes. They need quill stems, but many of the quills are too tall for the head tube. On a similar frame I am using a Nitto Pearl, but even that is a bit tall. Any suggestions for new quill stems that are short? What is considered a short length for a quill stem?
