I can't believe how fast the thief is, I wish we could see more of exactly what happened. Also, how did she know he stole it?

You can see from the thief's arm movements that he removes a bolt cutter from his backpack, cuts the lock on the bike, and puts the bolt cutter back in his backpack. Not typical behavior for a bike commuter...

I saw that he used a cutter, but I'd have liked to have seen the size/type of lock and the size of the bolt cutter. She was in doors - so I can't see how she saw it happen.

It's possible that there's a room with large windows located where the bike racks are, and the woman and the others were working in that room.

Probably that, or that camera sent feed to a monitor she was watching.
