I have a Ti Colorado with a carbon fork (steel tube). I took it apart to clean. There was some rust on the steel from the fork that I removed with sandpaper, then cleaned the surface well. I used Phil Wood waterless grease on it before reassembling. Is it necessary to use anti- seize or can I stay with the Phil Wood until winter at least?

What are you trying to prevent from seizing? The steerer in the ti frame? They don't contact each other so the grease is fine for the rusted spots. If anything you'd maybe want to grease the headset/headtube interface or maybe the fork crown race.

I think grease will be fine as a rust preventative on a steel steerer. Coat the inside too before you put the stem in.
