I have a brother who turns 39 on the 4th. We typically spend about $30-35 on each other for birthdays. I am at a completes loss this year and need you guys to help. My brother is a gear junkie like a lot of guys, so what is the best piece of gear that you have purchased or been given in that price range? IT doesn't need to be bike related, but something outdoorsy would be good.

This is not gear, but pretty cool IMO. I got my brother this a year or so ago. inexpensive, hangs in his kitchen and is personalized for him. Great conversation piece and pretty cool.

An Icebreaker 150 weight t-shirt. If you can find it on sale it will fall into that price range. It falls into the outdoorsy category because it's a great layering piece that won't get stinky and works over a range of temperatures, so it's good for traveling or backpacking.

How about some basic stuff that typically needs to be replaced?

A Halo skull cap, quality gloves, bibs/shorts on sale...

Call up his boss, offer him the $40 to give your brother a nice sunny day off to ride his bike.

For those interested, I'm now going by dog years so I have 7 birthdays a year...

A few bottles of Trappist beer. (Or some other brands that he has not yet tried.)
