TUFO Tubie

I got some new Tufo S33's in today 700x21 but they are actually 700x23 (not displeased) is this common I was considering 700x25 but then they would have been closer to 28 which doesn't fit the front..is it standard to down size with tubulars?

i think the standard is that there is no standard, each manufacturer is a bit different, clinchers and tubies.

from my experience anyway...

I've never ridden tubulars, but conti and vittoria are the 2 clinchers their close to the marked size and similar to each other..
