basket questions. i'm befuddled!

there are three holes on the clamp that attaches to your handlebar but i'm not sure why as only the top most hole aligns to the single hole in the back to be able to screw and tighten the basket. any thoughts?

I'm guessing it's a generic basket designed to fit different sizes of handlebars. The straps are intended to be bent to accommodate different bars and mounting positions, thus the need for multiple mounting holes.

i should have mentioned it is impossible to bend with any precision.... i am trying to bend but no way jose...
