Where can I find the clear plastic housing protection so that it won't rub on my frame?

Crankskins, or Lizardskin are basically the 3M stuff. I think Pez gets the 3M stuff from autobody places, also.

The 3M stuff is a bit thicker and you may be able to find it locally at an auto parts store or paint shop if you have one locally. They typically have it in a set width and you buy it by the foot.

I use this stuff from Colorado Cyclist called Bike Saver Protective tape and it is amazing.

It does not peel off paint and even didn't peel off my Made In USA sticker on the seat tube of my Colorado tg. I use it everywhere anything touches the paint (cable housings, pump, etc.). I even use small strips of it as opposed to black zip ties to route my computer wires. I bought a roll about 5 years ago and still have 75% of the roll left.

Yep. Any place that sells clear bra stuff (car washes, auto retailers, paint places) will very likely give it to you free... You can cut the left overs to fit very easily...
