Early Frame

I am new to this forum so I would like some help identifying my frame. I have frame number S-12 from the early 70's. The frame was originally built for Chris Livesay of Ithaca, NY, who thought that he wanted a very stiff frame; this is why Ben built it using Columbus SP tubing. Chris sold it to a friend of mine in 1977 he owned it until it was recently sold to me.

I am in the process of converting it to its original condition and color but I only know that it was light blue. Light blue could be any of thousands of shades can anyone help?
