Can anyone familiar with these things shed some light on what's (possibly) going on with the continual delays?

Most likely he's still 'cooperating' with the authorities, which he probably wouldn't do if he was in the slammer. He's buying time in the sunshine.

Has he announced his retirement yet?


He's been doing the same thing as Floyd although with different motivaion. Floyd's reward is $ potential, while Papp is smearing people to try and shrink penalty...

It is common in the federal system for a defendant who is cooperating to enter a plea and to then have the sentencing delayed over and over. The reason for the delay is to allow then to continue to work for law enforcement and to enable law enforcement to hold a hammer over them. If they do not do what the prosecution wants, their deal can get pulled.

After 40 years in the criminal justice system I still do not like a system that rewards the biggest wrongdoer (because they have the most to say about others as contrasted with one who is minimally involved).
