Yep, that's what I was after. I've never seen it done before, but that doesn't mean it can't or shouldn't be done (esp. since Sheldon dedicated a page to it).

Regarding the reverse mounted rear caliper:

If you read the hhracing explanation you already know what it's about.

Decades ago I had a Richard Sachs with normal reach, non-recessed Campy brakes mounted that way.

The only thing I noticed is, unless you specify this at the time of build the brake bridge will be at such a height that reversing the caliper will require dropping the brake pads a good distance. In some cases they may not reach the rim.

Of course, you'll also have to mount the cable guides on the other side.

If you can get used to the aesthetics, the purported benefits may be worth it.
