Missing bolts on a Specialized shoe

See those two Phillips heads on top? What do they do?

I'm missing both on one shoe for some reason... Didn't notice until they fell off.

on mtn bike shoes you can thread in metal cleats there, to help with traction while running (in cross races). The screws just fill the holes if you don't have cleats
