I have a chance to upgrade my 2003 Legend's front fork from an Carbon Ouzo Pro to the F2 for $200. Will I even notice if I do this?

It depends on what you want (very similar) - more lateral stiffness? Here is a recent quote from Serotta Carbon on this forum:

"The F2 was a special version of the Ouzo Pro with a lay-up tweaked to Ben's liking, 15% stiffer laterally, and titanium hardware. The F3 was a next generation all together in it's shape, lay-up, construction method etc. It's also offered in multiple stiffness/performance levels."

You will NOT notice a difference, especially not a $200.00 one.

Spend that $200.00 to replace your tires, chain and cassette, cables, housing, etc...

I have used both the Ouzo Pro and F2. Both for many, many miles. You will not notice a difference. Both are great forks. The Ouzo Pro was/is the "gold standard" of forks.
