if anyone here is in idaho, can you explain why the top "finger" is pacific and the southern part is mountain time?

splitting a state seems awkward enough, but why north/south?

This answer suggests that it's because North Idaho "feels" more connected to the cities and markets in Eastern Washington, which is on Pacific Time.

Same reason why far western Kansas is on Mountain (instead of Central) Time -- they are more closely tied to Denver than areas to the east.
