I have a CIII with an F2 fork. Will myb ike have enough clearance for a rivendale rollypoly 700X27 or a conti gator 700X28 tire?

Yes you should have enough clearance.

I think the F2 is the same as an Reynolds Ouzo. I tried a Ruffy Tuffy mounted on a Mavic MA2 rim in a Ouzo and it had a lot of clearance (4 mm or so).

The F1 fork was the one very limited tire size accommodation.

when measuring forks and tires for compatibility I find that the clearance from the top of the tire to the bottom of the fork to be the critical dimension and sometimes a tire that fits up front won't fit in the rear due to interference with the chainstays or chainstay brace.
