Did Ben ever make such an animal? I found a craigslist add that claims they were only built for the Boston area. I posted a link in the classified section.

They were only built for the Boston area and mostly sold by International Bicycle Center. They were not amazing in any one aspect, but well-built frames by a reputable company.

the seller says he built the wheels himself
while he was working at the shop
bought the frame/fork 7 years ago
and then built it 5 years ago or so...
i have exchanged a pm with pete
who says the info has gone away with 'the crash'
and there doesn't seem to be any info
on build sheets at the lbs that sold the frame
but maybe it's talking with the right person...

One of my customers has one, big tubes, solid feeling bike, not as high a bottom bracket as you would see on a real track bike. He crashed it a few years back, had the front end replaced by Serotta. I thought is was weird that Kelly didn't know much about them, he called it a Ben production and passed it along. I know of three of them in the area, but the owners love them way too much to part with them.
