Insurance scam all the way. Watch the video.
He doesn't get "distracted" while there are dangerous rocks on the side of the road. He doesn't get "distracted" when there's an SUV between him and the water. And he doesn't get "distracted" a few yards further, where there's a guard rail.
He just happens to get "distracted" exactly where there's a nice, smooth, soft dirt runway into the water.
