here is the frame, Im gonna go with a used Shimano Ultegra components

im on a budget but would like to get the most out of this BIKE,

what kind of setup should I get?

im looking for ideas to what would be a good setup on this steel bike, my other bike is an alumnum Specialized Allez so this will be a big stepup

i think 2009 ultegra is a great choice for the money. For my upcoming build, I went with 2008 dura ace parts (7800) for around the same price. Just another option though.

as far as the rest of the build, to keep the wallet in check, skip on carbon parts and go with aluminum stem, bars and seat post. If you want to spluge a bit on any of those parts a carbon seatpost is nice for ride dampening. I think the gun metal Deda parts would look nice on that build.

Nice bike. I could ride that! Virtually the same size as my TG (55 tt x 53 st c-c). You'll love it.

I know you're on a budget and looking for used but PBK has 6700 on sale for $1020. Not too shabby.

Nice frame!
Continue the roll you're on by picking up Ultegra (and/or DA) 10 speed bits on eBay and CL and, of course, this site. Fun in its own way and easy on the budget. Non-SL Ultegra parts are a relative bargain these days.
But if you're getting wheels, where seller integrity is more important, I think this site is the place.

thanks for all the info guys, Ill definately take some pics when I set it up, im gonna try to put together a Ultegra components with Ultegra wheels
