Decal question

Regarding the surface mounted decals, is it easy to peel back a small section of one letter of the full size 'serotta' down tube decal to remove a 'blob' of something foreign that is stuck on the underside and sandwiched against the tube?

Thx Pete. Maybe an NY bug flew in there and got squished - like fly paper I guess.
