Hi All,
I'm new to the forum and I was looking for some advice on recommendation of getting an old frame repainted. My brother was
hit by a car while riding his old German made bike from the late 40's
or early 50's . He has since recovered and now the bike needs a
little mending. He would like to have the bike stripped and repainted.
He lives down in the south Jersey/Philly area. Any recommendation would
be appreciated.

Check with the folks at: http://www.bilenky.com

They are in your hood and will be able to tell if it's worth it or not.

Another option is powder coating. If there is one in your area they can usually strip and put on a nice durable powder coat in many choices of colors for about $80-120.

I am also from your area. The only recommendation I can make is to avoid a place called The Color Factory in Waretown.

A local bike shop had a beautiful mid 80's Colnago that I was having built up with modern Campy. Prior to building it up for me, the LBS sent the frame there for clear coating. Not only did they destroy the original paint (which was darn near perfect, but they did an awful job on the repaint(supposedly "fixing" their mistake). I mean terrible. Runs, bubbles, crooked decals, etc.

I actually was sick to my stomach when I saw the frame come back. I have seen other bikes they painted that were ok, but this was a nightmare.

The vast majority of reports that I've read online of The Color Factory have not been favorable.

Can't personally vouch for their work, but I've spoken with them on the phone about getting an 70's Raleigh repainted:
