A friend has a gorgeous Vetta steel frame, MAX tubing. I covet it.

However, the chainstay has cracked. Is it possible to source a new chainstay and repair the frame. Or just repair the frame?

HBB, feel free to chime in with details of the crack, I don't recall the precise location etc

Taverna, the maker of Vetta frames, does indeed have a reputation of not being all that consistent with is frames. All sell for comparatively low prices. Most have better than average paint by Italian standards. Some are incredible, but unfortunately others suffer from too much or too little heat during building, resulting in just such situations.
