He's focusing on the Tour. I think he went all out in the Giro last year because Astana wasn't in the Tour. This year he's leaving the Giro to Levi (before he got hurt, I think it was gonna be Lance with Levi going into the Vuelta as the leader). Who knows if Astana even exists beyond the Giro at this point, though.

Because the focus is the tour de France. If the team had been allowed to ride the tour de france last year Contador would not have ridden in the Giro unless he rode it for training.

Lots of focus on the Giro this year because of Lance and the 100th edition but it has been the minor league compared to the tour de France for a long time.
