the picture of the Nove tubes (carbon?) on the Serotta website (the home page) look like it has scratches on it close to the metal (ti?) lug.....is it my computer, trick of the light or are they pre-painted/pre-treated?

No they are Filament wound like the discription says , one of the differences between it and the Ottrott , I believe the Ottrott tubes are pre-peg with the new stress lay up or what ever they call it .
