does anyone know of a quill stem with screw on faceplate? i'd like to run a 31.8 handlebar with my old ride which is 1" threaded.

I do not believe such an animal exists.
You can have one custom made for ~ $175.00:

Option b. is to use a quill adaptor and get the 1-1/8" stem w/31.8 opening:

the salsa would be perfect if it came in OS.
i'm trying to mount a wing type bar. i've fallen in love with the large flat section on top.
