My guess is that the TT was broken to free this from a lock on the frame. Thing is, it has a New York noose even now.

that frame doesn't look like it was cut with a hacksaw though. perhaps chopped with an ax or something? you sure it is not a frame failure? look at all the damaged paint around the seat cluster. almost looks like it was welded/repaired once before.

Looks like there's a good chunk of top-tube missing. If it were frame failure, I'd expect the two ends to match up, but it doesn't look like they do.
