I'm looking at a used wheelset where one wheel has been recently rebuilt with new spokes and rim. Would the fact that it has been rebuilt be a positive or negative in your mind?

depends on who built it.

Being an ebay thing, it's probably safe to assume I won't know anything about who rebuilt it. Couldn't hurt to ask, though.

I'd also be concerned about why it was rebuilt. If in an accident, for instance, do you know if damage was done to the hub that is not visible?

As someone has stated I think it would depend on why it was rebuilt. If it had just complete a world tour then I would wonder if the hub stills spins smoothly. Ebay can be a bit tricky at times, I always approach things with a bit of skepticism.

new spokes, rim? need to see close up photos of the hub from the seller. i've bought rebuilt wheels from eBay, no problems as long as thing are disclosed.

I'd be concerned if it was done radial as well, as that puts a lot of stess on the flange and is more likely to break if rebuilt.
