? about 650c front/700c rear

I'm looking at buying a 700c frame w/o fork. I have a spare 650c fork and wheel. Back in the 90's, all the TT bikes had this set-up. If the frame was built with the assumption of a 700c F/R, will a 650c front muck up the handling and/or stability?

imho you will not be happy with it unless it is a beater bike for going to the pub
