I have steel cross bike that is a few years old and just barely has room in the rear chainstays for a 32 mm tire. I sure would like to get a little more clearance for a 34mm or 35mm tire.

The chainstay is not dimpled. Is there any way that I can put a dimple in the stays to get a few more millimeters of clearance? If this is something I could do myself, all the better. Not that concerned with what it might do to the paint.

Any framebuilders or knowledgeable folks out there that can help me with this?

get a wood dowel (2" or so by 24") from the hardware store
and back it into the c'stay area where the wheel goes, and
show the effer frame who's boss atmo.

restraint is over rated atmo.
slam into the mutha'.
and don't worry about the paint.

is that procedure applicable regardless of frame materials?

It works particularly well on carbon. Then you can buy a steel bike. :)
