If the steer tube is bigger than the head tube that you plan to TRY and put the steer tube into ............................... ?????????

Nope, you're in need of a fork with a 1" steerer tube. I'm selling a Look HSC3 wth a 300mm 1" steerer, both fork/steerer are full carbon, for $125 in the classifieds. Dirt cheap for a high-end fork.

There is enough room for a 28.6 fork steerer to fit inside the head tube
of a 1" frame, just not enough room for headset cups.

I saw a picture from the NAHBS of a steel frame with steel chris king
headset cups brazed directly to the headtube, instead of being pressed in.
It works.

No, such a beast does not exist.

a 1 1/8 steerer is sitting in the 1 inch HT of a frame right now...Its only when i took my 1 1/8 headset that i realised that its 1 inch. Im thinking along the lines of a bigger diametr flange out etc to house the bearings.

will never work brazed or not. you would have about .080" per radius for headset apron and clearance.
