Aluminum Frame Refinishing Question.

I have an Aluminum/Carbon seat stay frame and am considering refinishing it over the winter. Has anyone here ever tried grinding down the big nasty ugly welds that come standard on low-end Taiwanese aluminum frames? If so, what tools would you use. Dremel maybe?

Or maybe I shouldn't bother, (weakened frame) but I do enjoy doing this kind of work.
