If one side is fixed and the other single speed?The fixed side would dominate.
Unless there is more to it than I can see on picture, the only advantage beyond "maybe" being stronger is that chain tension of a normal bike won't flex the chainstays from side to side.
I expect this setup makes the rear of the frame feel much stiffer than it actually is.

maybe it has something to do with torsional flex...
